P- The source is useful because of its purpose. The purpose of this source is to convince the history students that the China immigrants did not have any other sources of help other than that of the secret societies thus, causing a lot of trouble when so many of them joined the secret societies.

E- This means that it was the government fault for not forming the Chinese protectorate earlier. This has led many immigrants in joining the secret societies as they had no other form of protection and thus causing much trouble in Singapore. The source is objective and has no hidden agenda.
